He's an old member of the clan which is why he's allow to re-join. I don't think Tazo would have said he read the rules correctly without saying he didn't the requirements or that he wasn't allowed to re-join.

Account switching

Members who want to change membership from one character to another, such as from an old clan alumni character to a new lvl 3. The user needs to make a new application with the application lay out from (Here! and indicate that a character change is occurring. The character should meet our current requirements which can be found Here!

Note: The new character may only apply for the rank member and not Alumni.

For "Member":

Requirements to join the clan are as follows:

20m Total Non-Combat Experience.
*No combat experience counts toward the required total XP.
You must be level 3-30 to join the clan.
Half of the experience must not be in Cooking, Fletching or Firemaking.

* Combat skills that aren't allowed to be counted towards the required experience.

Hitpoints
Prayer
Summoning

Only 1 million experience counts towards the requirements in Slayer.
