why would he want to join if he cant use forums.

I don't think he should be accepted if he can't even bother to visit the forums.
I understand his account security worries, but maybe you can convince him that his account is safe here?
He doesn't even have to use his Runescape password, so I don't see what he is worried about .

For him to eventually earn a rank, he would have to at least be a member of the forums thus if he doesn't want to use our forums, then I suppose he won't earn a rank, if he ever were to receive one.

Even though everyone may join, it's not the same as getting ranked at join/friend activity.
