I was told there was a level 133 in the clan, and was told that combat was allowed now.

I don't know who told you, but you were mislead
Like you said, there is a level 133 in here, but he is an ex skiller and was in here long enough to remain a part of the clan after combatting.

Wish i joined before i quit skilling then..

We do have high levels, but they're alumni. You can be in the clan with high combat if you've already been in the clan for 6 months without having combat.
