yup, the requirements hadn't changed when he applied and he probably wouldnt have applied in the first place if they were 2m+, so I think it's fair to let him in.

You applied when the old requirements were in effect, and will be let in under those requirements (allthough I see you are well on your way to meet the new requirements too
