4. My highest level is: 91 Fletching
5. My combat level is: 3
6. Reason for getting combat levels (if any): a quest
7. Will I gain more combat levels?: No

This was done because getting fletching and cooking exp can be very fast, and a lot of applicants focused entirely on one of those skills. We want to encourage future members to train all of their non combat skills.

You still need approximately 2 million more exp in skills other than Fletching/Cooking to join our clan.
