I was thinking of being a skiller with magic, not getting hp just for high alching. 99 magic would make me 50 cb.. could i still join?

You'd have to have exceptional skills as well, 99 magic would be overlooked as it's a combat skill.

If you got in the clan at lvl 3 with 2m xp then gained the mage lvls u would become a clan ALUMNI. O.o

This really is a question of your player style. If it resembles a pure non combat player, we could make an exception even though you would get higher than 30 combat.
Staying 10 hitpoints would be a must though, and you would need to have exceptional non combat skills, well over our minimum requirements.

I think i know who this is...Cause i was fly fishing one day at barb vill and they said that they have 70+ minning and was going for 99 magic and i said become a lvl 3 skiller and join peacefull...then i forgot what I said after that....
