When I tried to re-join after leaving I was told I had to start a new account because of that rule. It says if you leave or are banned. Did they change it again?

You were 54 combat, and that is why you had to join on a new account. Lum Bur Jack, however, is still level 3.

I can't imagine anyone being against you joining, Lum Bur Jack, seeing as being banned for multi logging isn't something most people would be offended by.
