I told them all that they MUST have 1Mil or more total experience in order to join. I gave the clan forum url to them in advance, so they may apply once they reach 1Mil Exp.

Rules are rules, I don't make them up or alter them. Everyone in this clan was accepted when they had 1Mil or more total experience.

I, myself, joined the clan when I had around 41.66 Mil Experience.
