Hey Unique Swift, nice to meet you first of all.

The xp that appears in your hiscores doesn't look like 10m to me, but I might be wrong at this point. How did you calculate it? There might be cases where you also have "hidden" xp in skills which don't appear in the hiscores. In this case, just post a screenie of your stats please.

As Chick Ken said, you don't meet the requirements from what WE can see, if there are some skills which arent ranked which add up to the total exp post a picture.
