no, only 5M in total of Firemaking, Cooking and Fletching counts.

you can get 5M cooking xp, then you need 5M xp in something that isn't Cooking, Firemaking or Fletching.

you need 5M in Cooking, Firemaking or Fletching, then 5M in another skill, before you can join.

i think 5M xp i about lvl 90.
